Job Position:- QS Billing and Planning Head
Job Description: The QS Billing and Planning Head in Road Highway Infrastructure is a senior leadership role responsible for managing quantity surveying, billing, planning, and adherence to IS codes (Indian Standards) for structures in road construction projects. With extensive experience and in-depth knowledge of IS codes and project management, they oversee cost estimation, billing, procurement, planning, and scheduling to ensure projects are delivered efficiently, within budget, and in compliance with regulatory standards.
Responsibilities:
- Quantity Surveying and Cost Estimation:
- Lead the quantity surveying team in preparing accurate quantity take-offs, cost estimates, and bills of quantities (BOQs) for road highway infrastructure projects.
- Analyze project specifications, drawings, and contractual requirements to determine material quantities, labor costs, and equipment requirements.
- Ensure compliance with IS codes and other relevant standards in quantity surveying and cost estimation processes.
- Billing and Contract Management:
- Oversee billing processes, including milestone billing, interim payments, and final account settlements with clients, subcontractors, and suppliers.
- Review contracts, variations, and change orders to ensure accuracy and compliance with contractual terms and IS codes.
- Resolve billing discrepancies and disputes in collaboration with project managers and legal teams.
- Planning and Scheduling:
- Develop and manage project schedules, incorporating critical path analysis, resource allocation, and sequencing of activities.
- Coordinate with project teams to establish realistic timelines and milestones, ensuring alignment with project objectives and client requirements.
- Monitor progress against schedules, identify potential delays, and implement corrective actions to keep projects on track.
- Adherence to IS Codes and Standards :
- Maintain a comprehensive understanding of IS codes and standards related to road and highway structures, including bridges, culverts, and retaining walls.
- Ensure compliance with IS codes in the design, construction, and maintenance of structures, materials, and components.
- Provide technical guidance and support to project teams on interpreting and implementing
- IS codes effectively.
- Procurement and Cost Control:
- Participate in procurement activities, including tendering, bid evaluation, and vendor selection, ensuring compliance with regulatory requirements and company policies.
- Monitor project costs, track expenditures, and implement cost control measures to prevent budget overruns and optimize resource utilization.
- Identify opportunities for cost-saving initiatives and value engineering without compromising quality or safety.
- Risk Management and Mitigation:
- Identify potential risks and uncertainties associated with cost, scheduling, and compliance with IS codes, developing risk management plans to mitigate these risks.
- Implement robust risk mitigation strategies, contingency plans, and proactive measures to minimize project disruptions and financial losses.
- Leadership and Team Management:
- Provide leadership, mentorship, and guidance to the QS, billing, and planning teams, fostering a culture of excellence, collaboration, and continuous improvement.
- Conduct performance evaluations, training programs, and skills development initiatives to enhance team capabilities and productivity.
Qualifications:
- Bachelor’s Degree in Civil Engineering.
- Minimum of 10 years of experience
